Setting the choke to 1/4 (the first notch) seemed to help, but the problem persisted. I tried tweaking the needle adjustment on the carb. If not open it a little and try again. After the obstruction is cleared adjust for smooth running under a heavy load. Avoid taking this type of carburetor apart if possible.
